On Cloud API, free-form (session/service) messaging applies when the user messaged you and you are inside the ~24-hour window. Outside that window, or for certain business-initiated cases, you need Meta-approved message templates, billed by category (utility, authentication, marketing, etc.). An AI agent does not “skip” that rule: it can talk free-form inside the window and must use templates to reopen. Mixing them up is the fastest path to rejections, surprise costs, and low quality rating.

Operating rule in one sentence

User messaged < 24h ago → free-form / agent. You want to write after 24h or cold → approved template in the correct category.

The agent must know when to stop and trigger a template flow (or escalate to a human who sends it), not improvise outbound Meta will reject.

Costs and funnel design

Marketing templates are usually the most expensive per conversation. If your CTWA already opened service, do not reopen marketing casually. Model scenarios in the calculator before mass campaigns.

Utility (appointments, transactional notices) and authentication have different logic: do not use “disguised” marketing or you risk rejection and strikes.

Relation to site “template” prompts

Watch vocabulary: /templates on 42agents are copy-paste agent prompts/configs — not Meta message templates. Both matter, but they live on different layers.
